UK and France Plan to Send Military Personnel to the Country should a Ceasefire Accord is Finalized

The British and French governments have formalized a memorandum of understanding concerning the stationing of troops in the nation in the event a peace agreement be concluded with Moscow, the Prime Minister of Britain, Keir Starmer, has declared.

Subsequent to negotiations with Kyiv's partners in the French capital, he said that the UK and France would "set up defense centers in various parts of Ukraine and construct fortified installations for weapons and military equipment" to deter any future attack.

The partner countries also proposed that the America would play the primary role in overseeing a ceasefire.

Moscow has on multiple occasions stated that any foreign troops in Ukraine would be considered a "acceptable aim", but has so far not responded on this new announcement.

Background and Ongoing War

The Kremlin's head Vladimir Putin began a comprehensive attack of Ukraine in February 2022, and Russian forces at this time occupies about 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our vow to be alongside Ukraine for the long-term," remarked the UK Prime Minister.

National leaders and senior officials from the "Partner Group" were involved in the recent discussions.

He stated at a shared media briefing, Starmer added: "It paves the way for the operational parameters under which allied and coalition forces could function on the ground in Ukraine, securing Ukraine's air and maritime domains, and rebuilding Ukraine's military for the years ahead."

The PM went on to say that London would take part in any American-headed confirmation of a prospective cessation of hostilities.

Protection Pledges and Negotiation Stances

Lead US negotiator Steve Witkoff stated that "durable defense assurances and substantial prosperity commitments are essential to a permanent resolution" in Ukraine – mentioning a key condition made by Kyiv.

He indicated the coalition had "largely finished" their work on agreeing such pledges "so that the people of Ukraine know that when this war ends, it ends for good."

Jared Kushner, ex-President Donald Trump's advisor, also took part in the talks.

Meanwhile, France's leader Emmanuel Macron stated that Ukraine's partners had made "major advances" at the negotiations.

He said that "robust" security guarantees for Kyiv had been reached in the case of a potential truce.

Ukraine's leader Volodymyr Zelensky stated that a "huge step forward" had been made in Paris, but qualified that he would only consider efforts to be "sufficient" if they culminated in the cessation of the conflict.

Last week, the Ukrainian leader said a peace agreement was "mostly finalized". Agreeing on the outstanding 10% would "decide the outcome of the agreement, the destiny of Ukraine and Europe".

Outstanding Matters

  • Land and defense assurances have been at the forefront of ongoing disputes for the parties involved.
  • The Russian President has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas region or Russia will occupy it, dismissing any middle ground over how to finish the war.
  • Kyiv has so far rejected ceding any territory, but has floated the idea that Ukraine could pull back its forces to an agreed point – but only if Russia does the same.

Moscow presently controls about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk. The pair of oblasts form the industrial region of Donbas.

The earlier US-led 28-point framework that was widely leaked to the media last year was seen by Kyiv and its European allies as being disproportionately favorable in Russia's direction.

This led to weeks of high-level negotiations – with Ukraine, the US and European leaders trying to adjust the draft.

The previous month, Kyiv presented the US an updated 20-point plan – as well as additional documents outlining prospective defense assurances and plans for Ukraine's recovery, he stated.
